Please tell me if I'm missing something or if somethings don't go together because at this moment i have everything connected and when i turn on the power supply i hear a faint whine sound other than that nothing happens i don't know what to do please any advice would help appreciate it.

A quick check told me that everything should be compatible now as for the faint whine, That is usually a power issue or a jumper issue. If you have the information on the jumper configuration then make sure that the CMOS reset jumper is set to allow the computer to run. Either that or make sure that the power supply is set to 120v AC for American current. That and that there is enough power supplied to the motherboard by the power supply.

according to your motherboards manual such a thing will occur also if the frequency jumper is set too low. The manual shows a table of correct frequency and jumpers to use for the processor you have. that and page 2.17 shows how to clear the CMOS if that is the issue and make it run again.

hey i tried to find the jumpers on the motherboard and i can only find one and its a 2 pin jumper what do i do with it

wow dude... I told you read the manual... I even told you the page it was on... and I gave you a link to the manual.. and you ask me what to do with it.. try reading the manual first quote something from the page if you don't understand it.. Then maybe I will give up and tell you how to do it.

so lets try going to the manual going down to chapter two page 17 and reading what it says about clearing the CMOS and maybe a couple pages above it about the core clock jumpers.
. BE SURE TO CHECK THE CLOCK FREQUENCY JUMPERS while you are at it
page 2.2 has a good image layout of your motherboard if you are having issues locating the correct location

(sorry can't just edit the post, past due) on page 3.1 is a good explanation of the power on tests to make sure everything is working and tells you what to expect with the power on LEDs
