I'm really not getting one card.
A friend of mine told me about the company, so they're making me a discount.
The total so far is 94 million lei.
The GTXs are 8 million more lei total, and I'm not gonna spend 100 million lei.
So, if they make a discount so that the PC with two GTXs is ~95 million lei, that's great.

So far so good. But why don't add a water cooling system instead of air cooling. You PC will take too much of energy and water cooling really helps. Otherwise it may burn.

I think there is nothing wrong and the configuration you give is also fine I think you should consider water cooling system over air cooling system. Otherwise everything fine with the system.
