Default Blank Screen with Y∞Y

Hello. Like many people i should make it clear that i know very little about computers and how they work, so i'm probably going to make a fool of myself but here goes...!
We recently got a PC and had the graphics card, RAM and i think hard drive (?) replaced because it wasnt working before - wouldnt do anything. It has been fine for some time but i have just turned it on and it goes through to a screen with Y∞Y (Y infinity sign Y) in the top left. I spoke to someone about it and they told me since the computer detects the hard drive in set up to down load Hutil 210 ISO (For CD ROM Drive).zip from samsungs pages. Once downloaded i unzipped it and then download a ISO burning program to put this info onto a CD-ROM. Which i think i did right. But it is still not working. When i put the CD in the computer stalls for a while on the press DEL to enter SETUP but then goes onto this message: Boo from ATAPI CD-ROM
Y∞Y∞
I changed the BIOS to boot from CD as the first option as i dont have floppy and this is when this wording arrived, but it wont work no matter what i order i place the floppy, cd or hard drive.
Anyone know what is going on and what this means? Something to do with the drives or Windows XP since it doesnt get as far as loading that?

i have tried a few different cd's and i have disconnected the cd-rom to see if it has a problem with that but it still says the same thing
