Yes it has but unfortunately they do not do international shipping. I live in Lusaka Zambia (Africa) so it makes life that much harder..

Want to play games. Got $700. Already got a 2900xt, so just need
1. RAM (1or 2 Gig)
2. Power supply (550w or higher)
3. HDD (320 or 250)
4. Processor (E6600)

Ram: I'd be getting 2gb regardless of your o.s. Have a look at Corsair XMS2 or G.Skill DDR2 6400. Get the higher latency version (CL5 rather than CL4) as you'll save some money this way and the higher latency doesn't really matter when you've a core2 due to the way the memory is controlled.

PSU: Enermax Liberty 600w. Slightly more expensive than other brands, but the Liberty series are modular, and very quiet and efficient. If not, look at Coolermaster's.

HDD: Samsung Spinpoint for the 320 as its got 166GB per platter. This means it has higher data-storage density meaning read times are superb, it's also very quiet and runs rather cool.

CPU: Good choice of cpu considering the card you've gone for.
