When I press the TURN ON button, it turns on the red light, and stay there... The green light never turns on.
When I remove the RAM and turn on, it doesn't makes beep... Is it the motherboard?

I would say power supply, they are unreliable and in many case will power LEDs and fans but will not power machines on fully. As they are also relatively cheap they are the first thing to swap in this instance.

Problem solved, fixed a pc, thanks a lot
Solution to the problem was:

It was the power supply problem..

Try to check with another RAM and whether power supply is working fine and check the vga display cable and press F8 button on the keyboard.
check on the motherboard that any chip may getting heat up or CPU fan is working fine
