A friend gave me this tower, it is a quad core, with 1 gig of ddr400 ram, when you hit the power button the fans turn for about 1-3 seconds then nothing, sweet silence, not a thing happens, the light stays on, on the tower as if the power was on, but nothing is running, the system was working, he stated to me, then one day , nothing, the PSU is 400 watts, i took it out and put it into my dell 2400 and it ran just fine, a little noisy but it did work. any ideas, I am still leaning toward a PSU issue maybe ? I'm lost on this one, lol

no sounds, no screens, you hit the button the fan starts to turn then, stops

The first thing to swap out would be the PSU .... different PCs will call for different power, so the fact that the PSU was able to boot your Dell, doesn't really prove anything.
You haven't quoted the exact system specs, but if this is a Quad Core CPU with a high end Graphics Card, it's very likely underpowered with a basic PSU, as supplied with the case.

the original power supply is 400 watts, I just ordered a 650 sata PSU for it, will try that first, then go from there

Note that wattage doesn't matter and if the new PSU is a generic or horrible brand you will likely experience exactly the same symptoms.

I understand that, the 650 watt PSU came in today, works perfectly, and the system is back online pending a serious cleaning, thanks again folks !
