I have a tower here that will not turn on. when i plug the power cord into the wall i notice a light buzzing noise coming from the tower where the plug connects. Does this indicate that the power supply is most likely shot or any other reccommendations?

Yup, swap the PSU, if that fails there are other possible culprits.

threw a new psu in and the noise is no longer, but it still will not turn on. The light on the psu is on and a light on the mobo is on?....any other ideas?

Alright, also i have another tower here that when it turns on is very very loud. Sounds like it is about to take off. I noticed that the cpu fan has 1 blade missing, would this be the reason for all of the noise and rattling?

If you put your ear up close you can normally tell, but yeah, noise is normally down to knackered fans.

well i mean there is no putting the ear close.....when the computer fires up the whole thing is extremely loud and shaking. If the psu is hooked up wrong will the computer still fire up...could this be the cause? Because i do not have the mobo book.

Add rubber grommets to any screws you can get to, this helps reduce shaking and rattling noises, Ive never heard of a computer not booting due to the psu being wrongly installed. You might want to replace the CMOS battery.

About the tower that isnt turning on, I had a similar problem and the problem was that, when i changed the chip, i hadn't clipped it right. So try pushing on all the little things that stick out.
If its a dell check to see if the original G-card is there, it acts as a circuit bridge or something
