Recently my computer won't POST/beep.

At least it won't 90% of the time. Occassionally I'm lucky and it'll boot and work for anything from a few minutes to a couple of hours, and it just hangs. A hard reset is required, and on restarting it's back to the no POSTing/no beeping.

I'm limited as to what I can try since I don't have access to spare parts. This is what I've tried.

Removed one memory stick - no post/no beep.
Removed both memory sticks - no post/beep.
Removed one video card - no post/beep.
Removed both video cards - no post/beep.

Shouldn't every BIOS beep if it doesn't detect memory or video? I get nothing at all...

I'm not very good dealing with hardware, and I don't plan on trying out much more experimenting, so I'm really looking for an opinion as to what could be wrong. I'm guessing a dead motherboard since the BIOS doesn't seem to be working, or maybe a faulty PSU. But then why can I boot into Windows and use the computer for a while sometimes?

Thanks in advance. It's driving me insane.

Could be either or both. As power supply's are cheap, they are the first thing to try.

It is all experimenting, unfortunately.

Yea, you'll just need to experiment till you find it, starting, as Dave said, with the cheapest component, the PSU. If there is another computer you can take the PSU from and try, try that first, if not, you will have to buy one to try.
