Dell 4550 Upgrade Hard Drive to SATA

I have a dell 4550 that I am trying to upgrade with a 500gb sata hard drive and a sata dvd burner using a pci host card.
I have the hardware in the computer but can not get it to boot.
Dose anyone have any ideas

What do you mean 'does not boot'? Does not start, does not POST, does not get to Windows..?

I am wanting to us the new sata drive as the main drive and I am trying to load window on it I can get it to the screen that says checking hardware configuration but that is it.

try re installing your os on it?

Is the disk brand new? Do you have another computer where you could format it?

Yes it is a new disc and I have tried to hook up the old hard drive with the os already on it and tried to format it that way with and the computer see the dics says it is healthy but with it hooked up the computer is to slow to do anything

I think I found it my pci-sata card only supports sata 1 and the hard drive is sata 2. Dose any one know if a sata two controller will work on a 2003 dell 4550? I jumped 5-6 on the drive that is suppose to slow the drive down to 150MB/s and still didn,t format is the card the problem?
