Default Endless Problems, Windows Wont Start Now

Alright, so a little bit ago my old computer died. I got some new parts, plugged em all in, and then I had trouble booting up. Finally I found a Sata Hdd to install a new os on to get things goin. Everything was working great for a bit. I was installing all the drivers, and getting ready to use my new CPU, but when I tried to restart it, it wont go past the windows loading screen, it loads for a bit, then shuts down! And If i try to go in safe mode, It just restarts. Does this sound like a hardware problem?

Also, as an afterthought, the screws for my cpu fan go through the motherboard and touch the backplate, (closing the gap between the risers) is this problematic?
Any Ideas?

try to repair the windows installation with your windows cd first and foremost, if it shuts down during that then it'd be hardware related, otherwise it's a problem with the windows installation most likely

Yes, if you mean they're touching the case. You forgot to install your standoffs and now it's shorting.
