Default Grrrr I can't fix it. HELP!

I Don't know if any of you can help, I hope so cos its getting really frustrating. Its quite a long story so please bare with me.
I used to have a motherboard with an AMI bios. this stopped working and was giving 8 short beeps, I read up on this and read that meant it was a graphics card problem. So i bought a new one which didnt fix it.
Since then i thought it was time for an upgrade so i have bought a new motherboard, processor and ram. the motherboard is a 754 k8 with a pheonix bios. Now it doesnt boot up, no beeps whatsoever. the fans come on and thats it. it doesnt sound like hard drives are spinning. i have tried disconnecting everything but there bare essentials but no joy. What do you think might be causing the problem?

Default Grrrr I can't fix it. HELP!

Normally if a PC powers up but does not start the drives and post the bios screen its a CPU/Processor fault.

Reset your bios by removing the motherboard battery for a few min's and unplugging out of the mains.

This will make sure the CPU settings are not wrong in the bios.

Failing that replace the CPU.

Thank you for your help, obviously not what i wanted wanted to hear. As I have pretty much replaced everything i am worried about buying a new cpu incase its not that therefore being a complete waste of money.
At the moment i guess it must be either mobo, cpu or do you think there is any chance of it being a power issue? my psu not putting out enough power. i was always under the impression a power supply would just stop working not just cause problems like this?

99% Its the CPU.

Definitely not the PSU.

Mobo's are normally completely dead or working so probably not that either.
