Never heard of that make of PSU, but maybe its in my part of the world.
Having just done something similar for a friend too, I found that getting a 2nd hand PC of a decent spec from ebay, or just someone thats got a old one lying around is the best way to go. And use what you've got left to raise the spec a little.

And btw, wouldn't a CD drive be helpful?

At this budget mate, get anything!

Na, it's worth looking around and that but if it's just surfing the net, theres very little difference to be noticed, and you won't get much difference out of it anyway.

I have heard of it, it's crappy but what do you want for £12.50 ?!

Looks fine to me, nothing alarming, CD drive if you want it I guess, but just plug in an external one to load OS as you'll never need it while net surfing.
