You'll most likely need a TV Tuner to run the tape to the computer, and re-record it. However, the quality will most likely be affected as the reasonably priced TV tuners have poor quality. If you're willing to spend the money though, picking up a TV tuner card from Newegg or other company is a decent way to go.
