What are they? I've seen people talk about them being able to get hardware cheaper than retail etc.

Any help would be appreciated

A very US-centric thing.

They charge you $100 with a mail in rebate of $60.

Your credit card drops by $100.

The product arrives with a sticker on the box or the manual saying "mail this sticker in for your rebate" and a fill-in form claiming the rebate and registering the product.

You post it.

A month later you get a cheque for $60 which you clear into your account.

Right. Often, you can get hardware for very cheap this way. It banks on people not sending in the rebates. I've seen 2GB sticks for less than $30 on NewEgg with mail in rebates, and I got my new sound card (xtremegamer) for $50 with a rebate.

That'll be why we don't get the offers - there's absolutely no way your average Brit is going to fail to send the sticker in. My goodness me no.
