I've just built a new system with the following components:
- Antec TruePower Trio 650W
- Abit IP35 Pro XE motherboard
- Intel Core 2 Duo 2.66Ghz (E7300) CPU
- 2 x 1GB OCZ PC2-8500 Reaper RAM
- Gainward nVIDIA 9800GTX+ 512MB PCIE Graphics card

I've installed all of the above but not a HDD yet as I am just trying to get past the initial POST.

All I'm getting is the fans (CPU, GPU and case) spinning for 5 seconds then they stop and start again for 5 seconds repeatedly.

I have tried just using a single stick of RAM and also removing the graphics card, but I get the same thing all the time, fans spin for 5 seconds followed by 2 short beeps.

The motherboard has an onboard POST display which is reading "83" which suggests there is ATX12 power getting to the motherboard, but I can't get any further. I am trying to get to the stage where the fans (especially the PSU and CPU) stay on, or am I wrong to expect this?

Also, although all the front panel LEDS light up and I can use the front power switch to power on, I can't power down from the front switch, I have to use the back switch near the power cable which is obviously wrong.

I also can't seem to connect the machine to a monitor, if I use a DVI to DVI the monitor displays a "Check Signal Cable (Analog)" message. If I use a VGA to DVI via an adaptor, the monitor just sits in standby.

If anyone can help me solve this problem, I would be really grateful.

Depending on bios, this could be a Ram issue or a cmos (bios) issue.

Try reseating the Ram or remove one stick and swap them about .... if no better, try resetting the bios .... there's usually a jumper on the mobo ... see the mobo manual.

I've tried swapping the RAM into all different available slots, both using just one stick then both sticks. I've also tried clearing the CMOS via the jumper on the motherboard, but all to no avail.

Assuming you've used standoffs and you're not shorting, this sounds like your RAM sticks might just be defective. It could also be the PSU as well, but you'd be more likely to see something like fans running and no shutoffs or no fans period.

Also, make sure your HSF is on properly. CPUs that heat up quick will turn themselves off.

Yep .... might be a silly question but .... did you apply thermal paste to the CPU/Heatsink

Yes I did use a small blob of Artic Silver 3 thermal paste on the CPU. Would the CPU really gain enough heat within 5 seconds to shut off?

The PSU seemed healthy enough before the rebuild. This current build is my second with the same PSU.

I did use the brass stand-offs for the case. I also tried a build outside of the case to eliminate the chance of shorting, so I'm sure it's not that.

Antecs are usually good PSUs, but obviously a fault can develop on any make, at any time.

Can you get hold of another stick of Ram to try first ? ..... if that doesn't do it, then the PSU has to be the next suspect.

It was the PSU. A new one fixed it.

But now I have a "C1" error and still no video.

"C1" seems to be bad RAM so I'm going to try that first.

Sorry for the delayed response.

I have tried both sticks separately in all available slots, but I still get a C1 error. What do I try next?

Finally after trying everything I've RMA'd the motherboard. Even removing the battery for over an hour to completely clear the CMOS didn't work.

I swapped out the RAM and GPU for known working parts and I still get the "C1" error.
