New computer build problems

Hello,
I have recently built a computer (Intel quad core Q6600, ASUS P5NE motherboard, eVGA 8800 GT, 2GB ram, ASUS dvd writer, w/ 500 GB hard drive). One issue I have with it is when turning on, it sometimes will boot and other times will send power to everything just not boot up. This also poses a problem for restarting purposes. I am having trouble getting windows vista on it and am only running Ubuntu right now. Any help or advice is appreciated.

What sort of problems are you having trying to install Vista ?

It copied and expanded the files, but will not complete the installation. Let it run all night long and it must have tried to restart but my other problem did not let it. Shut it down and restarted it and tries to load windows cannot start. I have run Ubuntu live disk and installed it on my computer trying to see if it is a hardware problem. Why it sometimes boots up when powered up and sometimes I have no idea.

When you say "will send power to everything just not boot up" ..... what exactly is happening ....i.e. are you getting bios posts displayed upto this point or no display at all ?

Also ..... does the system just freeze with or without display ?, restart or ?

I do not get any display or bios posts, fans are runnings, computer led are on, the monitor blinks since it is not receiving any inputs. It does not restart. I can tell if it is going to start up properly when it quiets down (i believe my video card fan slows) and then I can access the motherboard and Ubuntu will start up.

My first thoughts are faulty or inadequate PSU ......... can you get your hands on another to test ?

I remember fittng an Acer mobo a few years back that did a precheck, before booting, it was checking that it had enough power. It seemed as though it was booting, then stopped and restarted, as though there was a fault. I later found it was a feature of the mobo and a lot of other people had the same experience. The board went on for a good few years and is still running as far as I know, doing this strange boot routine.
