700W doesn't mean anything, really. A capacitor could have blown up or something. RMA it and see if that's the problem.

I don't want to send it back unless I know that that is the problem though. I'll need to test with another psu.
However, right now I strongly believe that it is the motherboard not having the latest bios for the e8400. I will need to put it in a different cpu and download new drivers. The only problem is getting a different cpu.
