First, your stuff should be recoverable.

Instead of tapping F8, try holding it down when you start and see if eventually you get a text menu. If you do, select Safe Mode. Your monitor is clearly working as you see the BIOS screen.

Report back after that.

Try tapping F8, at Start Up, without the CD inserted .... you dont need the CD to enter Safe Mode.

When you enter Safe Mode Options Menu, try the Last Known Good Configuration option.

OK, hold down F8, then do what Phil said! The BIOS polls for F8 but hitting it at the right nanosecond is difficult, so I usually hold it down, which is noisy but effective!

Assuming this is XP ........ If you have a Windows Installation CD (not a recovery CD), you could try booting with that and enter the Recovery Console ..... you may need to go into bios and change the boot drive sequence, to make the CD Drive the 1st boot device.
If you can boot into Recovery Console, try running chkdsk /r and be patient, it may take a long time.
This will check your hard drive for bad sectors and repair any found.
There are other things we can try in here, but stick to this for now.

From experience with my mates PC I would say something (maybe processor) has burned out. Since the BIOS doesnt need the processor to operate it will display as normal, when post occurs, where your screen goes blank, it needs an actual processor. Either that or I have made that up.. ;)

Try your components one by one in a similar PC if you can, find the defective part and replace.

Rubbish, a PC will not power on without a working CPU in the mobo.

In that case i deampt it up. My bad!

Id try using parts in a compatible PC and finding the culprit then.

Can you give us some specs on the PC for any likely candidates?
