Default Problem with power supply

Ok i don't know if this is a power supply problem or a problem with the actual power button.

I bought a computer off of ebay. Here is a description of the model.
COMPAQ DC7100 SFF P4 3GHZ 512MB RAM 40GB HDD XP PRO

It's one of the small compact desktops. Not a tower. Here is a pic

So anyway the power button is actually sunk into the system. I took the ledge off only to find out there is no power switch for the power button to push. When i plug the computer up it will light up and the fan will start spinning for about 4 seconds(nothing comes up on computer monitor)

After about 4 seconds the fan will cut off. The light near the power button will remain lit until i unplug the computer.

Is this a powers supply issue? Or is it cause of a lack of a power button? Is there a way i can replace the power button? Could anything else be wrong?

The person who i bought this from has 98% positive feedback(i always check before i buy off ebay) so it's very strange he would send me a defective computer. I'm pretty sure if i have to i can just send it back to him and get my money back but i want to keep the computer. So any help with be appreciated.

try unplugging all your power cables from your old (better) computer that run from the psu and go into the cd drive floppy etc, and plug them into your new computer from ebay.then turn it on and see if it makes a difference,if it works with your old psu then it`s the psu.
