Hey Guys,
I have a friend who has a ATi Radeon HD 4670 with an Intel E1600. I have a HD 4850 with an Intel E5200 OC'ed @ 3.01GHz.
We both have 2GB of RAM and are both running Windows 7 RC1. We have almost exactly the same software on our PC's and I have done all within my power to speed up mine and his, ie Virus Scans, etc, etc.
But his is always faster... He can play Fallout 3 on Full Settings with absolutely no lag, where as mine is constantly lagging.

Any suggestions?

Dual boot with a clean OS, that will cure any doubt.

Could be resolution, a bad overclock, slower RAM etc. There's a lot that could hold you back..

Are you running any scans in the background?

Are there any unnecessary Processes or applications running when you play?

Have you checked BIOS settings such as memory voltages and timings etc...

I'm running at 1920x1080 he's running at 1024x768, but even when lowered his is better.
I have linked to a image I posted in a different thread about overclocking. Sorry, It wont let me upload to this thread...

I'm having a very hard time believing you can't run Fallout 3 at maximum settings at 1024x768.

Yeah, there's something not right..

Is it just FO3 that's running worse on your system?

The screenshot you posted shows the CPU running at 1.56GHz (6 x 260). Try and amend the overclock so that the CPU runs at a more stable frequency, you could even try restoring all BIOS settings to their optimal defaults.
