Default System restart button

@Dave: The restart button is the smaller button on the front of the case that restarts the computer when pressed.

@loraandbush: If you open up the side of your case, and look at the bottom of your motherboard you should see some coloured wires plugged in that go to the front of the case, are all of these plugged in? If not, one of the ones not plugged in could be the restart button. If they are all plugged in, they could be plugged in in-correctly. Don't pull any of them out, or plug any others in if you don't know what your doing, come back and ask us what the situation is and we can advise you further.
Oh, but be warned, if you bought the computer as a built machine, opening the case could void the warrenty, if this is the case, you would be best off sending/taking it back to the shop you purchased it and ask them.

Default System restart button

The original poster has got terminology wrong a few times, i was only trying to pin point exacly what they mean.

Most would consider the button on the front of a case a reset button.

A restart button would be the start>shut down>restart button in windows.

oh, ok, I see where the confusion would lead to, and I did exactly what you were trying not to do (jump to a conclusion without actually knowing what's wrong) I'll keep that in mind for the future, and hopefully the origianl poster will come back and clarify some things.
