Try installing it, I might work, however windows 3.1 is so old, that software must be too, so it might not work properly, however vista has what's called "compatibility mode" which allows a user to run a program as if it was in a previous version of windows. However in XP it only goes back as far as Windows 95, so will probably do the same in Vista, so if you try using that it might work.
To use compatibility mode find the program you are opening>right click on it>select properties>select the compatibility mode>select "run this program in compatibility mode" and select windows 95 from the drop down menu> click OK on all windows>run program.
