Default Admin software and parentol controls

ok so my best friend her family has one laptop and that laptop is the only computer that gets internet and i want help them by getting a program that can moniter where people go on internet and wut they do and i want to be able to schedual the computer to like turn off at certian time or like just user and i also want to be able to control wut apps are used when. If this is like multiple apps thats fine but i need to know some programs please and thank you
