I need something to "block" downloads to prevent my little brother from downloading junk to his computer cause he will download just about anything and i just got done formatting his hard drive and I have to do it about twice a year because it gets that bad. Something like the add on Vista that when you download something from Mozilla for example you are prompted a password, otherwise you cannot download the file. Is there anything out that like that available for XP?

Can't you adjust settings on your firewall to completely shut off anything that tries to download data?
Or you could edit the permissions of his user (as long as hes not the admin) to completely disallow him to install anything - then theres little point him downloading stuff and even if he did it would be compressed and wouldn't take up much room.
