HI all. I'm not sure if I'm in the right place here but if not, I'm sure someone will correct me..
I bought my computer about 9 months ago. It was custom built to my spec.
Intel Core 2 Quad Q9400 @ 2.66 GHz
4Gb XMS 800 6400pc memory (2 x 2)
1Gb ATI Radeon 4870 Video Card
2 x 500Gb SATA HD's
External 750 Gb Drive

It performs quite well as you would expect but takes ages to start up and even when windows is up and running, the first try at opening IE or Outlook express takes forever. Once up and running its ok tho I would expect it to still be faster.
Clicking on web pages is never instant and almost always shows the progress bar stopping at near completed for a good few seconds before actually opening the page.
I use the computer for surfing but also for Flightsim. Flightsim runs very nicely with this setup.
My ISP gives me speeds around 2000 to 5000 kbps but even at 5000 page opening is no quicker.
If you need anymore info, I'm sure to have forgotten something necessary, please let me know.

Right click on my computer and select manage, the select device management and maybe look if the is any icons with and yellow simbole? if so your drivers is not installed corectly or not at all.. if not driver problem it is your HDD with you operating system on it, might have bad sectors, my advice is that you take it back to where you have baught your PC,
