I teach English as a second language in Korea and want to be able to make a variety of games without it killing me and consuming my life.

I am looking for software (open source, preferably) that will not only help me make game boards - like Monopoly, Candyland, etc - but will make it relatively easy. I need to be able to design a game board that is tabloid size - or double A3. I will be buying a wide format inkjet printer to print the paper and then sliding the paper into a sleeve I have made on foam board. The foamboard is covered with a sheet of plastic and sealed on 3 sides. By being able to slip things in and out I will be able to easily change the game board format.
