what is the best temp. gauging program out there and maybe even another to compare temps from one to the other?

the reason i ask this is because lately i have been noticing my FPS lower than usual while playing games. And earlier when i felt the bottom of my laptop it was pretty hot in the middle. Im assuming that this could be the cause of lower FPS???

The best program for controlling temps is Speedingfan.
Speedingfan can increase temps as high as 100C or make them as low as -20C.

The only the thing you can do is Google the processes and see if they are necessary for the operation of your PC or necessary for things that you specifically need.

Heat will lower your FPS if the CPU reaches a high enough temperature to begin throttling(work load is reduced to help lower temps to safe level).
Your idle temp of 34-38 is not high.
You can check the load temps by running something like ORTHOS to stress the CPU and see what your temps are then.
If your graphics card has a temperature sensor you can download Everest and that will show temps for that.

Not really.
They either work or dont work.If the card had a problem you would get error reports and BSODs etc.
