I have a Vista Computer home basic, not upgraded. If I install Service Pack 1, will this decrease FPS lag and increase overall game performance?

As all advised in your many duplicate threads about this.

NO, software cannot speed up your PC beyond it's hardware capabilities.

Service packs are security and bug fixes mostly not booster packs.

As said before your GFX card is poor and you have low RAM, buy something better and some more memory.

We established that your PC is clean in your last thread so how exacly do you expect to make it noticeably faster in games without upgrading?

Games are hardware dependent, there is no way round it.
