My answer is easy to come by. Adobe Acrobat. I have a machine more than capable of handling it yet I still cant smoothly scoll a PDF document. Each version of Acrobat Reader has gotten by a scale of magnitude worse then the previous version. This trend started at version 4... guess that shows just how much version 8 sucks. If PDFs werent so pervasive, there simply wouldnt be an excuse for tolerating such a craptastic piece of software! Recently I have started using Foxit, which is 10x smoother and faster, if a bit ugly at times!
