I want to create dozens of blogs. I cant possibly update them all. How do I keep the search engine spiders coming back? Is there a way to keep the spiders coming back and is it legal?

It's certainly not illegal, might be against Google terms of service tho'.

Blog spam is useless, Goggle will just ignore it and favor more trusted sites.

It's not illegal but search engines especially Google don't love that. Unique content is still the way to search engines heart.

its not illegal however it is considered a 'blackhat' form of seo, i recommend you just start one blog and focus on building it with your complete attention with unique content and whitehat seo methods instead of dozens which are of lower quality, both ways would take the same time i guess, but focusing on one and building it ground up is always the better way to go.
