Do you need certain website programs for certain web hosts or can you use any website designer??

Ok

Why don't you try the Free package from Freeservers, it will give you a rough idea as to how a page can be set up, it also allows to write the page in HTML as against the set options.
The templates are decent and allows to add all manner of things.

It's just somewhere to start is all I say.
