when the submit button at the bottom of the page is clicked it seems to work fine but the completed form is never emailed to me.
I'm new to creating forms, this is my first attempt. I switched it from strictly post to a "mailto" to see if it would work and when the submit button is pressed, the application reloads with the information in the address bar and it is not received by the email address it is linked to.

I have read the mailto forms are unreliable as well, so if there is a better way to submit them I would like to use that. However, I wasn't sure where I would find the form's data with a strictly "post" form.

I just need to know how to make the form viable so that the information will be sent to me when it is submitted.

I hope that is is a better explanation.

Mailto only autofills in information, it does not send the email itself.

Post does but it's not terribly secure. Usually the site will store the information in a database then send it. I can't help further as it's been a really long time since I did this stuff - you might google around for ways to do this in PHP or some further explanation of POST forms.
