Your question is mind boggling. You can do it in Html, css, javascript, DHTML etc etc.

Doing it purely in Html is pointless and counter-productive. You're better of using a CSS list and styling it the way you want it to be. It might also be useful to put the menu in a seperate file and call it from the index page with php, it'll make changing the menu alot easier than editing each html page.
