Default No localhost

Hello newbie here with big problem.trying to install PHP and bring up default localhost page but my dang computer tells me i do not have permission toview the page. I've went into IIS and tried to reset permissions, to no avail. any help would be appreciated....

im not an expert, but from hearing the localhost word, i think you own your own server.. or you are setting up a database on a remote server...

ok...
first question. do you own the server?

what script are you installing? (maybe i can help, installed a couple of scripts manually before)...

by the way, not all database hosts/server name/whatever have the value "localhost" ... you need to know the appropriate database hostname for that particular webhost..
