I personally use bidvertiser at the moment, but it seems that many people think they are a scam. I am looking for a advertising program that has low payouts in paypal that works, do you have any suggestions?

Will they support low traffic websites? I mean very low traffic websites at the moment.

If you want to advertise your site then almost anyone will accept you.

If you want to put other sites ads on your site then it's more difficult to get people to advertise if you have no traffic.

Hmm yea thats understandable, and sorry if i was a bit cryptic in my original post, i personally would like to put ad's on my site, there is a small amount of traffic (few thousand a month) but not alot.

Not many ad companies will want you on their books, even if they did you wont earn much.

Better to concentrate on traffic for now.

Use Google adsense, sure they don't pay via paypal but they are definitely the best form of contextual advertising. Plus, you won't need any direct advertisers. Yahoo Publisher Network (YPN) has a minimum paypal payout of $50 dollars.

You can try doubleclick ... recently google has acquired this website.

Don't forget to try adbrite as well. This website accepts low traffic. They have good reputation.
