Default Radio stations through websites

A friend of mine is an enthusiastic dj. He has only been doing it in his room and at house parties for 6-12 months, but he has already spent thousands on equipment and has been offered his first gig down town.

Anyway, he is wanting to set up a website for himself. One of the requirements of the website is that it acts like a radio station. Basically whenever he is practicing he wants to broadcast it via his website for people to listen live online. My question is, how difficult is this to set up? He already has a website template that was purchased last year
