I have had pretty good success as a rookie webmaster on other websites I have created, but this one has not been assigned pagerank in more than 12 months. All others have been given pagerank within 6 months. Can you provide any pointers?

To get a pagerank you need to timeline the websites in a fashion that it appears to be updated too frequently. And get backlinks without nofollow tags from wherever you can. It requires plenty of effort before you can really make any progress in PR development.

I'm seeing a PR of 1 now, although I can't see any backlinks, you gotta have plenty of BL's to get PR, you can achieve a PR of 4 just by submitting to plenty of directories.

It's impossible for a site to be pagerank 1 with no backlinks. Also, quality is better then quantity. I'd rather have 1 quality pagerank 6 link then 50 crap pagerank 3 links.

Try this link to check your backlinks http://www.backlinkwatch.com/ or open an account in google sitemap, after few days it will show you external links.
