Default Games and smotheness

having read a few threads on incrysis there was one that caught my eye HERE it says films look smooth all the time even though they only have 29 frames per second and games seem slow and laggy because there going high and low so from 70fps down to 40fps would make it seem slow but if it was the same fps all the way through it would look smoooooth. is there a peice of software or something that can keep the fps at a desired rate.(c masters joined there)

Enabling Vsync will cap the frame rate at your monitors refresh rate. But to stop the framerate dropping too much requires better hardware.
Disabling unnecessary startup programs can help.
There are some programs you can get to help performance like XP Smoker but their effects are minimal.
In a game like Crysis it is normal for frame rates to go up and down anyway as some sections will be more detailed than others.

it all wittles down to "have you got the hardware to play it", crysis is gonna be a demanding game.
but if you can play it even with medium graphics and maybe 2xAA, its still gonna be a good game either way. the game holds diversity, (being able to customise a certainpart of your gun, or completely destructable enviroments), and these aspects will surely make up for the lack of "maxed out graphics", im not hoping for much out of my 8800 gts, but even if i get the sliders just over half way and not have extremely bad frame rates il still be happy with content.

Unless you have a balanced system you will not get the benefit of an 8800GTX.
You need a fast processor or it will just bottleneck.
