Default Computer making noise when computer is on or off

I've had this problem with my computer for quite a little while now. I had it built in the summer of '05. I'm not quite sure when it started, but I do know this. When you pay a cheap price for something, you pay twice. I had someone build this computer for me, and he didn't really do it right, nor did I know exactly what I was doing as far as components were concerned.

Anyways, the computer makes a noise, even if I turn the power switch off on the computer. When I totally turn the power supply off or unplug the computer, the noise stops. So, it has to be the power supply.

The question is: Is it the fan or is it the actual power supply? I also think my computer has an issue with overheating. My video card fan for an nVidia 6800 basically was partially melted and it basically fell off when I was looking at it after taking it out so that has me worried a bit.

I don't know if the back power supply fan was ever installed correctly. I say this because my computer has just about always made a noise. If it wasn't the rear power supply unit fan vibrating, it has been this noise I am writing of in this thread.

I believe one computer tech person told me my PSU fan needed replacing (the rear PSU fan), but I also think the back PSU fan only comes on when it gets to a certain temperature. Perhaps I misjudged that.

Some of the better power supplies continue to run the fan after the PC has been shut down until the power supply has cooled to a certain temp.
Maybe its that?

That is a possibility. I will take closer notice of my computer and the noise at different times in relation to when it was turned off and when it was turned on. I do recall in the past, hearing the noise I speak of, even in the morning, when the computer switch (not the main power) has been turned over night for 8+ hours. Note: The noise is more of a high pitch sound.

That kinda rules out my idea I guess.lol
Maybe the PSU is faulty,it seems like a strange fault though.
