Default Does a Computers PSU draw maximum Wattage all

the time? Last week I upgraded my computer. The problem now is I need a new PSU you handle the power side. I am just wondering though whether a a computer PSU uses its full quota of watts all of the time or simply when it is needed. I don't mean when it is turned off obviously I am just wondering whether if I got a 500W PSU it would draw all that electricity all the time the machine was on. If this is the case I may have to give up with the upgrade due to my living in a student flat with an electricity meter.

No, it only draws what it needs at a given time.
