Wattage doesn't matter.
Amps on the 12V rail(s) and manufacturer matter. 650W from a good manufacturer is more than enough, 650W from a bad manufacturer would have trouble powering even a very basic setup. In a related note, you're probably better off getting a E7200 or E8400. Less power draw, cooler, faster.

A good PSU is a Corsair one, go for one of their 520W models, that should be plenty (according to the PSU calculator which is pretty good) and it has a good ampage on all the rails, plus it's modular.

I think if someone's going for a regular PSU they'd be better off getting the higher wattage Corsairs.
The 520 won't power a 9800GTX+ out of the box, because it doesn't have two six pins. For the $100 price tag of it, you could get a 750 AR here in the states. Modularity is really nice and Corsair's are good, but for this build I think it's better to be sure it'll work without a bunch of adapters.

Ah, you're right. I was thinking of the 450. One more issue though: I was reading up on the power drain of the 4870 lately, though, and the 9800GTX+ eats up a lot (180-200W at load). NewEgg says it's tri-rail at 18A, dunno if I would trust it.

Well even if it is Tri-rail at 18A then can you not just use 2 different rails for the 2 PCI-E power connectors and get 36A?

No, you also have to factor in combined total output. In reality it's more like 13A on each.
It'll probably work, but I have trouble recommending anything at safety-limited 18A regardless..dual rail setups with 20-25A+ are both less worrisome and futureproofed (probably the only component that can be called that)
