Low +12 Volt Rail Reading

Could be an error, could be genuine, either way it's pretty low and poor PSUs are cheap to replace and can cause you headaches, just pop a new one in.

yeah, im just asking as i dont want to be running the computer in this state if its going to do damage to it?

or will everything run normally at this voltage under normal loads?

It should be fine just replace the PSU ASAP.
