i had my system checked by a technician and was told that the motherboard is going... when switched on the power button on the cpu remains orange and does not go green... after repeatedly switching it on and off the system eventually comes on.. could this be the motherboard?

Sounds more like the power supply to me, but it could be the motherboard. There's no real way to check w/o replacing it. If he took everything out and put it in a different motherboard then it's definitely that but that's hard to believe and most failures (probably around 80%) are the powersupply.

i had a good feeling that it was the power supply... is the power supply for my dell different to others available? do i have to go directly to dell for it to be changed?

Depends, how old is it? Older Dells used the BTX standard and very proprietary parts, whereas newer ones just use a standard ATX PSU that is sometimes about an inch shorter.

does not look like a regular ATX PSU.

I dunno if I'd even bother trying to save this thing for how old it is + how much it'll cost you to get another part, whether it's the motherboard or the PSU, because this is not one of the newer Dells that uses easy-to-source parts. If you're really attached to it you could probably get it working again, but I really would do a whole new system and migrate your data over if that is in your budget because that's likely to be a lot more cost-effective and give you better performance. Sorry. :|
