The only real test is to plug everything in and power on.

Essentials are mobo, cpu, RAM, GFX card, PSU, monitor.

Leave everything else disconnected/removed, DVD, hard drive (data and power), sound card, network card, mouse etc.

Try that.

I take it the lead from the power button on the front of your case is connected to your mobo?

yea the lead is connected. I did the above and now I am getting a short burst (1-2 sec,) on the CPU fan and a green light on the mobo so I guess my PSU is ok. Now i just can't seem to get a BIOS screen up

Nope, dead PSUs commonly power the LED and fan for a few moments.

It's going to be that or the mobo, PSU being the most likely so swap that first.

Yea, swap the PSU into another PC, or get the PSU from another PC into that one, it's the easiest way to check.
