Default Pixel guide to picture quality?

Since my first digital camera bought back in 2001, the pixels have shot up so much so you can have higher pixel than my old camera for a lot less money, even under £100 and under.

Guess what I've found out though, my old camera still produce better picture! Okay my old camera is 4 mp (cost £300-£400) and the new one is 7 mp (£100). Sorry if this has been discussed before but just to let you know of my findings 'that you get what you pay for'.

Pixels aren't everything, pixels don't take into account component quality.
