Ok here is my situation and what I've gathered so far. I have an old pc from 02 that I built and haven't used for years, and just recently tried starting it up. I get power throughout the system for about 5 seconds then it shuts off. I've done everything that I know of to test out the wiring, psu, mb, ram, checked the contacts, etc. The only problem I'm coming across is the AGP card. It is not functioning (fan never comes on). I disconnected the power connector for the fan on the card and tested to see if it was getting power, which it was. So this led me to think that the card is no longer working. Before I go out and replace this card, I just want some opinions on what you guys think. Would it be safe to say thats the cause of all this? Maybe the gpu got burnt out? Thanks

A fan is there for a reason, it's highly possible that is the problem.

I took out the card and tried starting it up to see what would happen, and I get the same results. Would that be expected? Or does that mean there are more problems as well?

A PC will not boot with no GFX card. Fixing PC hardware is a process of elimination. As we know the GFX card could be faulty, that is the first thing to swap.

Ok thanks a bunch for the quick reply. I'm gonna head out now and go pick me up a card. I will let you know how it works out

Ok. I went ahead and bought a new card from newegg for like $30 to test out. Now I get a long beep for 5 seconds then it shuts off. This happens with and without the hardware installed (just the mb,cpu, psu installed). Is there a way to isolate it to just the mb, or just the cpu?
