Sounds Like A Faulty Card Or You Didnt Install The Drivers Before Installing The New Card When Installing/Replacig Video Cards ALWAYS Remove The Old Cards Drivers & Install The New Cards Drivers Before Installing The Card I Had This Happen Once But Put The Old Card Back In Uninstalled Old Card Drivers Restarted Installed New Card Drivers Then Installed The New Card Then With A Restart I Was Good To Go...Hope This Helps Also A GeForce 7600 Requires A 450W PSU AT LEAST I'm Almost Certain But It Should Still Do Basic Functions So Try What I Just Typed If It Dont Work Add Me To Your Contact List & I'll Try To Help You

Def check your manual to see what power is required. A lot of high end vid cards need more power than comes standard with "pre-built" aka dell/compaq/hp computers. If the card didn't come with the computer, there is a good chance it could just be your power supply. If you check and your current power supply is sufficient, then I'd say look for updated drivers for both your card and your mother board, but update your motherboard first. To be safe, always back up all crucial data before messing with your mother board... or else your fatherboard might get mad and screw up your computer :)

try flashing your bios, also it does sound like your drivers did not "take", so remove all drivers, then reinstall the Latest drivers from www.nvidia.com, it may be your chipset doesn't like the chipset on the videocard, that rarely happens anymore, but sometimes it does, usually flashing the bios fixes that.
