Yeah. If you have an AGP slot you'll be fine.

What model motherboard is it and what wattage is your power supply?
Download CPU-z that will tell you what model your motherboard

Not to worry, because I read the instructions from the web the other day and it did not say that I needed a extra power supply cord, so anyway I am buying from KC Computers in hastings East Sussex. I will ask them just before I buy it.

BTW, the card that I'm buying is this: AGP Sapphire X1650 Pro 512mb which costs £47.00.

Is there anything else I need to know about before I install it?

I think you should look for a different card if you can, like the 7600GT or if you could get the X1950
The X1650 isn't a very good card at all

No I don't need a top spec card, because all I play is racing games, but none are that new (oldest ones are possibly eight or nine years old and got them second-hand). All I need new graphics card is because I have Flatout 2 and Bus Driver possibly both games will run better on the new card than my present 64MB Card. OK?

Ok, the 7600GT is around the same price and performs loads better than the X1650!

Also KC Computers isn't that cheap
If you look here you can get the X1650pro for £38

Is the 7600GT Card AGP then, because if it is PCI-E then it is no good to me, because I have no PCI-E slot on my board?

Yes
You can get the X1650pro and 7600gt in both AGP and PCI-e, so be sure you pick the right one
