Yea, if it doesn't produce a picture, and another one does, it's faulty, monitors don't need drivers for them to operate, but some manufacturers include them, like my Viewsonic, but all I can see that those do, is allow me to register, and prevent me being able to set resolutions that are out of range for my monitor, and apart from that, I don't think there is much you can do with monitor drivers.
