Also your figures are probably wrong, there are 2 14A virtual rails on that PSU, as if it mattered. Generic PSUs are junk.

Ok guys what the possible card for my pc ? I NEED AN MSI CARD COZ IT SAVES POWER(DONT NEED MORE POWER)

It depends what you want to do, if you're playing games, get the 9800 you've been looking at. If you're not playing games, don't bother with an upgrade, you don't need it

If the guy says your computer will support the 9800, get that.
What are you using the computer for? Games?

yep games. but i think its better to use a stable VGA than using a unstable one. just tell me whether will Asus 9500gt be ok ? i mean with the my PSU. what do you think about the card ?

The 9500 is a terrible card to game with. Trick with PC's is "If it aint broke, don't fix it"
If your card works fine now then there's no discernible reason to change it.
If you're playing new games that have intense graphics, you're going to get nowhere with a 9500, a 9800 isn't a great choice either.

I'm not understanding what you mean by "stable VGA"
